Coleman says just because Newfoundland and Labrador, Nova Scotia and New Brunswick (1997) and Quebec (1992, Quebec Sales Tax, which doesn't fully harmonize the GST with provincial tax) are on board does not mean Ontario needs to follow suit.

"None of those provinces have tried to bring in such a recessive tax during a recession and very difficult economic times. The Ontario economy is much bigger than all of the Eastern provinces and if it becomes law will have a much more dramatic effect that such a tax in a much smaller economy."
