"The spirit of the promise is great for low-income seniors who can't afford their homes because their taxes keep increasing," she said. "But many seniors can afford to pay their property taxes, so we think this should be based on need."
"This should be pro-rated based on taxable income," Cassista added. "Otherwise, we're concerned it will have ramifications on municipalities and the services they can provide."
