"It's pretty scary," said Cécile Cassista, executive director of the Coalition for Seniors and Nursing Home Residents' Rights.
She said a number of organizations are stepping up their efforts to get seniors to be more active.
For now, Harrigan and his group are doing their part and slowly growing, attracting as many as 17 people on one recent weekday morning.
